As a key member of the project development team, you will lead cost planning and control efforts across a diverse portfolio of real estate projects, from inception through completion. This role involves driving budget management, cash flow planning, procurement, and contract administration while supporting value engineering and design optimization. You will collaborate cross-functionally with finance, design, legal, and construction teams to ensure financial discipline and commercial success within a dynamic, fast-paced development environment.

Responsibilities:
  • Prepare detailed cost estimates for all aspects of real estate development, including design, land acquisition, and construction works
  • Estimate budgets for diverse project types such as condominiums, hotels, serviced apartments, detached houses, and shopping malls, from mid-range to luxury standards
  • Collaborate with finance teams to evaluate project feasibility, set budgets, and assist in identifying investment opportunities
  • Include administrative costs like salaries, travel, accommodation, and office expenses in overall project budgets
  • Develop and manage cash flow plans to ensure timely payments and alignment with investment budgets
  • Recommend cost-effective design alternatives and materials during the design phase
  • Support value engineering efforts by coordinating design and construction adjustments to control costs
  • Assist in the preparation of Bills of Quantities and manage the tendering process for contractor and supplier selection
  • Identify and evaluate qualified contractors and suppliers in line with project specifications and budgets
  • Advise on structuring tender packages and procurement plans to align with project timelines and cost targets
  • Analyze and compare contractor bids to ensure fairness, accuracy, and transparency in pricing
  • Work with legal teams to draft, review, and manage contracts with contractors and suppliers
  • Verify payment claims based on contract terms, work completed, and approved design documentation
  • Monitor and manage project variations to ensure consistency with the contract and any revised scopes
  • Track and control construction costs to ensure compliance with the approved project budget
 Requirements:
  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field
  • Minimum of 5 years of experience in quantity surveying, with at least 3 years in a managerial role
  • Proven track record of successfully managing costs and delivering projects within budget.
  • Strong understanding of construction contracts, procurement methods, and cost-control techniques
  • Proficiency in cost estimation, contract administration, and construction project management
  • Excellent analytical, problem-solving, and communication skills
  • Strong attention to detail and ability to work to tight deadlines
  • Experience in using quantity surveying software and MS Office applications
  • Understanding of construction regulations, standards, and best practices
