JacksonGrant has been appointed to identify a Customs Compliance/Logistics & Government Project Manager for a leading multinational Electronics & Semiconductor company, to be based in Chonburi, Thailand.

The Customs and Logistics Manager will oversee and ensure all customs activities are compliant with applicable rules and regulations. This role involves managing the import/export operations for materials, equipment, and finished goods, defining clear instructions for handling bonded materials, recommending logistic flow and Incoterm changes, and maintaining relationships with customs authorities.

Responsibilities:

Customs Compliance and Operations:

  • Direct, manage, and maintain customs compliance procedures to ensure all operations align with rules and regulations
  • Handle import/export operations for materials, equipment, and finished goods
  • Define clear instructions for importing and exporting bonded materials
  • Monitor and analyse variances between customs contract balances and physical inventory balances
  • Coordinate and participate in customs inspections
  • Lead the recognition process for Authorized Economic Operator (AEO) status
  • Manage daily import/export operations and address customs-related issues
  • Develop more efficient declaration modes for a leaner supply chain process
  • Lead the classification of China HS codes for bonded materials
  • Assist in government policy research and interpretation for suitable rebate applications
  • Support the maintenance of High Tech enterprise status, including managing patents

Logistics Management:

  • Recommend optimal logistics flows for equipment, raw materials, and finished goods
  • Develop relationships with global and domestic service providers
  • Manage logistics budgets and control freight spending
  • Ensure shipping processes adhere to local customs requirements
  • Conduct selection processes and Requests for Quotations (RFQs) for new logistics service providers
  • Manage logistics service providers' Key Performance Indicators (KPIs)
  • Handle shipment escalations and drive transit time and cost improvements
  • Set up local shipping Standard Operating Procedures (SOPs)
  • Ensure documentation retention compliance with local customs requirements
  • Manage the onboarding process for new domestic logistics service providers

Government Coordination:

  • Maintain regular communication with government authorities, including customs, to improve relationships
  • Coordinate with government authorities to apply for rebates and secure more benefits and support

Work Environment:

  • Works in a standard office environment using general office equipment
  • Frequent communication with government authorities, including customs, through meetings or phone calls

Requirements:

  • Bachelor’s degree in Logistics, International Trade, or an equivalent combination of education and experience
  • Minimum of 5 years in logistics and operational experience
  • Proven ability to communicate effectively with government authorities, especially customs
  • Experience with customs affairs and AEO recognition, familiar with relevant customs laws and regulations, particularly HS classification
  • Preferred experience in a processing trade enterprise
  • Ability to communicate with all levels within an organisation
  • Management experience is essential
  • Strong analytical, writing, presentation, interpersonal, and communication skills
  • Proficiency in both spoken and written English and Chinese
  • Proactive and positive work attitude
